The fundamental condition for highly-effective management and control is a clear and common overall view of goals and tasks – and a distinct division of responsibility and clear decision-making authority on the basis of this overall view. 

Management focuses on interpersonal processes. The principal ingredients are dialogue, process and working methods. These ingredients play a decisive role in determining how the hardware of goals, budget and results are handled and achieved in day-to-day operations. 

From a management perspective, a vital factor is how managerial and leadership authority, as well as the organizational culture, are exercised. The focus must always be on supporting and strengthening the operation and the staff. 

Effective control requires an effective infrastructure in the form of support systems, policies, routines and procedures which make it possible to coordinate the operation and develop the data required to take decisions at the correct level. When the decisions are actually taken, the same infrastructure acts as a feedback channel to the organisation and its staff. 

Management and control involves identifying what needs to be done, when it needs to be done, at which level, and the number of people absolutely required to ensure effective delivery.
